I only have Elements, but I plan on getting a tablet (probably the Wacom 6x8). It comes highly recommended by some pros I've talked with. It also comes with Elements, so you can practice a bit before jumping to CS2 or 3. Much of the tools are the same. It depends on how much you do in post.

We have a Wacom tablet but don't use it much. It is good if you need to draw or do work that require fine control.

We use photoshop cs3. Picture cooler for noise reduction. And we now have a little HDR program that works very well.

In addition to Elements, I use Irfanview for those many simple tasks it does better and faster than PSE-5. It's a free download. Its plugins are worthwhile. I haven't found a really good tutorial yet, but it is fairly intuitive. Learn its hotkeys. One keystroke is much faster than mouse chasing.
