The graffiti artists (vandals) reasonably think - why should they paint (write) when it's much easier to print. That stamped drawing can be seen everywhere here. We see a garbage bin, a man dumping there a "C" sign. A 'C" sign means Spartak Sports Club.
What the shoe above means I dont know. Any ideas?

To me, the shoe looks like a "Vans" shoe from the 80's. What it means is anyone's guess.
Using stencils to paint symbols is popular among USA graffiti-ists as well. They can spray identical ones in very little time.
I think most of it was started by Banksy, in jolly old London- It came out of necessity for speed as to not get caught, to the best of my knowledge he did some work"graffiti" in some well known museum's- Worth looking at
