To make the rock stack (which is cool, btw) more of a foreground, I'd get closer to it and really be seeing the ocean from just behind the stack. All the sand in the front seems to take away the foreground. just my 2 cents. maybe crop the sand out (so the left side bottom is through the big rock) and a little of the right to balance it?

bethe has a great idea about making the rocks more dominant. also, i know that the horizon isn't perfectly centered, but it still seems that way to me. nice colors and detail.
