Must be a story to go with this shot? Is the turtle dead?

The turtles name is Brutus. He has a locator attached to his shell. He is one of many turtles which is tracked. The turtles come ashore just to chill out. There is always someone there when the turtles show up. These people place a red rope around the turtle as well as signs (also seen in the image) informing people not to enter the roped area. The person overseeing the turle makes sure that nobody gets near it. You can get as close as the rope and that's it. When he feels like it, he'll just turn around and head back into the water. The woman with the camera is a friend of mine who is visiting Hawaii. She is from SC.
